Yes, this seems to be now up to the submitter. Should we do so or is caption2 an acceptable substitute for you? The latest caption2 is obsolete. In the next teTeX-release you have to use again caption.sty.
I'm happy to use caption2.sty for the moment as it seems to work, but I have one last suggestion which might make both of us happier: how about copying caption2.sty to caption.sty and adding a line at the top:
