feed it to plain TeX. He should start creating the related tfm-files.
Make sure they don't exist before. Put your fake access in the path
so that it can be found before /usr/bin/access e.g. /usr/local/bin.
Then you get:

Font metrics written on ecbl1000.tfm.
Output written on ecbl1000.600gf (256 characters, 50072 bytes).
Transcript written on ecbl1000.log.
mktextfm: /var/spool/texmf/tfm/jknappen/ec/ecbl1000.tfm: successfully
