Exactly! And upstream is in this case the author of the package,
who didn't do a license statement AFAICT.
Hence I asked you to clarify that, before we request upstream 2nd
order (TE) to include the package into teTeX. I haven't even seen
that package on CTAN. Perhaps it should be be uploaded there too, if
the license is clear.
