The problem is that teTeX's texmf.in is the unchanged original file
from kpathsea.  But the original web2c does not come with fmtutil, so I
am not sure if Olaf can accept this. Maybe, he will accept something like

  % If a change here appears to be ignored, try redumping the format file;
  % if your system supports fmtutil, this can be done by calling "fmtutil --all".
