Hm, it isn't really. Upstream ships texmf.cnf as a big file, it is us
who split it up. And there's a remark yet in the file. It's just that it
is somewhere in the middle of 95NonPath.cnf - after the "Part 3" section
heading.
It doesn't make sense to move it forward upstream, but it makes sense to
put it at the beginning of 95NonPath.cnf which only exists in Debian.
However, it could be questioned whether
