Bug#267768: The package tetex-base does not provide the last frenchb.cfg and frenchb.ldf

The new frenchb.cfg and frenchb.ldf files give a \FrenchFootnotes
which is compliant whith the specifications of the French `Imprimerie
Nationale'. The debian package should use these files.
