Bug#267768: The package tetex-base does not provide the last frenchb.cfg and frenchb.ldf

Are those files available on CTAN, in the babel directory? I yes, they
will be included in the next upstream release (teTeX 3.0). But we will
not backport a complicated system like babel to the current 2.0.2, so
there's no chance for inclusion in sarge. We will, however, do our best
to make backporting 3.0 to sarge as easy as possible.
