I do not know wether this is the coorect thread. 

However - for woody -  
/var/lib/texmf/web2c/updmap.cfg is the file used by
/usr/bin/updmap and not /etc/texmf/updmap.cfg.

In my opinion /var/lib/texmf/web2c/updmap.cfg should be a 
symlink to /etc/texmf/updmap.cfg
