Okay, it's your decision.  But please allow me to comment
a bit.

Consider a case that a user turned off the debconf question 
and installed jadetex (that was successful).  After a while, 
if tetex is upgraded (but jadetex.fmt is not regenerated) and 
a user runs jadetex then there would be some inconsistency 
and a user might get "I'm stymied" error.

I might misunderstand but there could be such possibility,
IMHO.  (So at least some note in README.Debian might be
necessary.)
