Is there a suggestion that I should be running 'fmutil -all' twice in
jadetex postinst when the fmt cannot be dumped?

I'm glad to hear that, it's a more sane default.

No, the package needs to be installable whether these are configured
to be on or off. I think I have managed to do this with the newest
jadetex package.

I'm sure it will help users, but it doesn't really seem related to
"tex: fatal: Could not undump 1 4-byte item(s).". That seems to me to
be more along the lines for the problem in 20092.
