Yes, they should. Let me see, what do we need additionally:
perl-tk, mime-support. postscript-viewer and pdf-viewer are only in
Suggests. The latter 2 are needed by texdoc (which is already in
tetex-bin). Perhaps we should raise it up to Recommends...
Missing is in every case w3m | www-browser and
xterm | x-terminal-emulator. Dunno if we need it in Depends or if
Suggests is sufficient.

As long as they are not mentioned in Depends, Recommends, Suggest no,
of course not.
