As Thomas has stated already, Michael has uploaded another version
(4.01), which were installed at CTAN this morning. The licence reads
now:

etc. The question now boils down to: Is the LPPL compatible to
the DFSG? I don't know about the results on debian-legal. As I
understood Thomas he'll include g-brief in the next teTeX-upload.
