Nothing is related to this package. Something is broken in tetex. If you
try to generate the same file with debiandoc2dvi :
$ debiandoc2dvi big-howto-template.sgml
debiandoc2dvi: ERROR: big-howto-template.dvi could not be generated properly
debiandoc2dvi: rerun with the -v option to found out why
