tetex-bin: cannot create regular file

When I try to dvips a dvi file produced from latex code that contains Chinese
character, dvips calls mktexpk (and ttf2pk) to create pk font files. This
used to work correctly.
For some time this has become a problem. It reports

Although I use sudo to work around this problem, I suspect this is the cause
for missing character in PS/PDF files produced by Mozilla or Konqueror via
print to file, for there is no place for me to sudo.
I'm not sure whether this is a problem with the tetex package or a problem of
configuration (I may have changed setuid bit of some programs, but I don't
remember that's before reinstallation of the computer or not).
