Oops, you are missing conffiles of tetex-base too.

So please try first

"dpkg -i --force-confmiss tetex-bin_1.0.2+20021025-3.deb"

and then 

"dpkg -i --force-confmiss tetex-bin_1.0.7+20021025-6.deb"

# But it seemed debconf or something else is broken.
