Ah, you are missing (almost) all conffiles of tetex-bin!

You seemed to had removed and/or instaled and/or downgraded 
tetex-bin so conffiles might be lost by accident.

At least this is one of the reason of failure.

Please try "dpkg -i --force-confmiss tetex-bin_1.0.7....deb"
