No it's not. Replaces just means that dpkg has the right to overwrite a
file from tetex-eurosym without complaining ... and it needs that
otherwise when people install tetex-extra with tetex-eurosym dpkg will
fail with an error "can't overwrite file .....eurosym.sty which is part
of package tetex-eurosym" (or with a similar error).
