/etc/texmf/pdftex belongs to tetex-base so it seems
your installation of tetex-base was broken.

# Didn' you take some wild action when upgrade failed???

The files in /etc/texmf/pdftex are in a sence special
(called conffiles) so as far as I understand, you need
to do (under the condition your network works well)

dpkg --force-depends --purge tetex-base
and then
apt-get install tetex-base

but these are dangerous, please do at your own risk.
