Yes, that's my interpretation, as well.  I should have a better
idea of which files we'll need to pull by the end of the day.
There's at least one that states very clearly that we can't
distribute it (the French LaTeX FAQ).  One actually is free (my
mistake).  The others are still up in the air.

What's your (Peter's) take on documents that have a copyright
statement but no information about distribution?  CTAN continues
to distribute many files with an ``unknown'' copyright status, but
I'm not sure what their justification for doing so is.

At some point we're going to have to get the debian-legal folks
involved, I think.
