Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

Aha.  I don't think I realized that the problem was with other
packages depending on tetex-bin solely for texi2html.

Good.  Thank you.  Frankly, if the issue is that other packages
depend on tetex-bin for a program that isn't *in* tetex-bin, it's
really not up to the teTeX maintainers to fix the problem by
hacking things so that those systems will download the package
they should really be depending on.  My assumption was that
packages build-depending on tetex-bin were producing PostScript or
PDF documentation from TeX files.  If all they're using tetex-bin
for is to generate HTML from Texinfo files, and the program to do
that transformation isn't part of tetex-bin, then those other
packages are broken, not tetex-bin.

If I'm misunderstanding what you're saying, please let me know.
