Did you upgrade from potato or was this fresh installation?
And what is the result of "locate XDvi"?
Is there /usr/X11R6/lib/X11/app-defaults/XDvi or
/usr/share/texmf/xdvi/XDvi in your system?

xdvi is now included in tetex-bin so this is no problem.
