check list for installation failure

Well, I think that there are some common reasons which cause the
failure of installing tetex-* packages.

- there is not enough room in HDD
- a user set wrong TEXMF, as pointed above
- latex (or tetex system) is too old
- wrong hphenation or language.dat? (I do not know about this ;-)

There might be some more but how about we gather these infomation 
into some check list and provide it to users by some means.

This will help not only users but also tetex-maint, IMHO.
