I tried to install catdvi just now and found

civic:/home/kohda# apt-cache show catdvi
Package: catdvi
(snip)
Depends: libc6 (>= 2.1.97), libkpathsea3 (>= 1.0.7+20000807-7), tetex-base

It is already corrected (seems in 18 Dec 2000).  I almost believe
that my guess is correct ;-)
