Bug#63930: gets margins incorrect

Brian's sample file TeXs correctly with the updated version of
changelog.sty available from CTAN (version 3.3i; at
tex-archive/macros/latex/contrib/supported/changebar.tar.gz).

Also, the documentation states quite clearly that the changebar
package doesn't work with the ``multicolumn package'', by which
the authors presumably mean multicols.sty.  The problems Brian
reported appear without the multicols package being loaded, but I
do see the \usepackage, \begin{multicols}, and \end{multicols}
lines commented out in Brian's sample.


On a more general note, while I agree that there should be a bug
filed against tetex-extra because its contents are out of date, it
seems kind of crazy for the Debian teTeX maintainers to be trying
to debug problems such as those Brian described.
