I got the same message after installing a Woody set of CDs (from October) from 
scratch. Part of the problem was that the network configuration does not take 
place, if the dbootstrap does not find a network card. I have a laptop, and 
the pcmcia card is not supported in the boot CD kernels (2.2.19).

After running "dpkg-reconfigure netbase" the loopback device seems to be set 
up right again, but even after installing the 2.4.12 kernel or after 
recompiling the kernel with the ne2000 pcmcia card enabled, I cannot access 
the network.

I suppose the /etc/pcmcia/network stuff is not configured right, but it will 
take me some time to understand that all ...

Suggestions: please put a readme file into any new created home directory, 
with the pointers to how to reconfigure anything the that was supposed to get 
configured during installation. It took me two evenings to figure out the
"dpkg-reconfigure netbase" trick. 

I still don't know how to reconfigure some of the earlier questions, 
(keyboard...) since I can't just run dbootstrap (I guess it is on the CD 
only). Also pointers to the documentation should be in this readme file. This 
file should contain or pointer to all the hits given during initial 
installation, otherwise any newbie is going to be lost who did not take 
careful notes during installation.
