No and no.
Debian packages are not built with v8 support enabled (afaik, at least).
Optimization for SPARC v8 would break support of the sun4c machines,
which is not something that should be done. Just, libssl (or more
precisely libcrypto) is a special case where the multiplication
performance can have a huge impact.
