local APT problems



This may not be exactly the right forum for this question, but here goes:

I'm running Debian 2.2R6
Potato on a SPARC 5 170MHz (no instability so far, btw)

I downloaded a couple .deb packages to
install from a third part (Opera).
I'd like to use apt locally to install the packages(instead of
just dpkg).

The APT HOW-TO would seem very helpful in this regard, as it has a section on this
verytopic:

http://www.debian.org/doc/manuals/apt-howto/ch-basico.en.html#s-dpkg-
scanpackages

Unfortunately, it lists  the command used to build the local package list
as:

dpkg-scanpackages

I don't have this command on my system and can't seem to find a source for
it.  The man page for dpkg wasn't enlightening.

Any ideas?
