Er, isn't that for using a 2.4 kernel on potato?  The OP asked about
running a 2.4 kernel on woody.

The answer to that is that you probably want iptables, although Linux
2.4 is backwards compatible with both ipchains and ipfwadm.

Other than that, a 2.4 kernel should just run with the same packages
which work with 2.2.
