The kernel will only need modifications to sparc64, but I dont know
if the utilities are using kernel includes (they shouldnt be).

Check out arch/sparc64/kernel/ioctl32.c, in particular COMPATIBLE_IOCTL()
and HANDLE_IOCTL(). If the ioctls have been written properly (containing
u32/u64 and not unsigned long then the 32 bit and 64 bit ioctl structures
will be compatible, otherwise you will need to write wrapper functions.
