Known problem, "chmod 755 /" should fix it. I'll have it fixed soon.

Debian has debconf. man dpkg-reconfigure.

You can use dpkg, but the preferable way is to continue using apt-get.
Read the man page for more details. A quick example:

apt-get install telnetd
