Yes, you're missing the .changes file. The normal procedure for a
arch-specific upload it this:
1. cd <package>-<version>
2. dpkg-buildpackage -B -m"Your Name <your@email>"
4. cd ..
4. dupload --to master ../<package>_<version>_<arch>.changes
The -B tells dpkg-buildpackage not to build source, and not to build
architecture independent packages.
