You're letting the webserver send a document in UTF-8 encoding with the
wrong headers:

    Content-Type: text/html; charset=iso-8859-1

That the doc is in utf-8 can be seen from the very first line:

    <?xml version="1.0" encoding="UTF-8" standalone="no"?>
