weird characters in docbook output

I'm just wondering if this is a known problem or me doing something
weird; I converted the dpkg documentation to DocBook/XML and am using
xmlto to convert that to XHTML. This works fine, except that the
resulting output has strange characters in the generated headers,
as you can easily on (for example)
http://www.dpkg.org/documentation/reference/ . If you want to look
at the input I'm using, you can find everything in the dpkg CVS tree
at http://cvs.debian.org/dpkg/doc/en/?cvsroot=dpkg .
