In order to try and help, I've added some bits to the wiki, around 
https://wiki.debian.org/Services [0], hoping that it helps keep DSA in
the loop early enough.

I think that https://wiki.debian.org/Teams/DSA is OK, but maybe
https://dsa.debian.org/ should be improved ?
