use something like

(sleep 1; echo $oldpasswd; sleep 1; echo $newpasswd; sleep 1; echo $newpasswd) | passwd $user

sudo will work.

/etc/sudoers may look like this

Cmnd_Alias      ADDUSER=/usr/sbin/adduser
www-data	ALL=(ALL) NOPASSWD: ADDUSER
