The base installation is decided entirely by debootstrap.  Package priority
and everything else is mostly incidental.

The "default" installation (what you get when you don't select any tasks)
is defined entirely by priority, and consists of everything priority
"standard" and higher.

That only lists packages in the more-or-less obsolete section "base", which
is a small subset of the packages which actually make up the base system.
