You need to include the full text of the GPL-2+ and CC-BY-SA-4.0
licenses in debian/copyright.

Also, your debian/watch file is not working;
https://wiki.fysik.dtu.dk/gpaw-files/ returns 403 Forbidden.

This works for me:
