This policy looks quite outdated:

* The Vcs-* header values required there are out of date, cause
  lintian warnings and should be updated accordingly:

  git://git.debian.org/git/debian-science/packages/YourPackage.git → git://anonscm.debian.org/debian-science/packages/YourPackage.git
  http://git.debian.org/?p=debian-science/packages/YourPackage.git → https://anonscm.debian.org/cgit/debian-science/packages/YourPackage.git

* The DM-Upload-Allowed field claimed to be required is obsolete since
  at least two policy releases.
