I would think this as optimal. At the end, it is, however your own
decision as long as it is covered by the DFSG.

GPL may just have the danger that there are incompatible licenses, and
this would limit its linking.

I have no glue. Maybe, someone else has? Or look around in Debian how
f95 bindings are usually done.
