Yes, there are people working on it -- I'm one of them, and it's precisely to avoid soname conflicts between your old package and my new one that the idea of removing was raised.

I would recommend the option of just assuming nothing will actually break
if we upgrade the package to the newer ABI, since that's the least work --
the package has no rdepends in Debian and I don't think it is used by many
folks other than those who are using it via Sage (I'm not aware of any
users outside the Sage usage).

Idem, I was thinking I should only poke upstream so they get more serious about their version numbering -- I doubt anyone would want to use a five year old program for serious research.

But I'm having a hard time getting my package sponsored because of this possibility of conflict ; that is why B.R.Link (who sponsored my eclib package -- another sage dependency) proposed this solution.

So in effect the removal is to help the effort of getting sage in debian.
