IMHO, if we're talking about packages that constantly need, for
whatever reasons, to be modified and to be modified by different
maintainers, yes, VCS would be better without a doubt.
For other packages and for unexpected sponsor needs, "apt-get source
<package>" + changes + upload can be enough.

BTW, I'll push it on git repo.
