Thomas,
   Thanks for catching that. You are correct in your interpretation.
Apparently koctave was taken from apt-get.org and uploaded it for Hoary.
 I asked the main Kubuntu dev and he said it was a cdbs issue and
uploaded a fixed version. Koctave now builds on everything but ia64 in
Ubuntu. I just installed it and it seems to run fine.
