That's right, but cwofz.cc says:
"Permission to use, copy, and distribute Matpack in its entirety and
its documentation for non-commercial purpose and without fee is hereby
granted,..."
The webpage also notes "Commercial uses" as something "that this copyright
prohibits". The copyright notices don't seem consistent.
