You can open a second telnet connection to this system and manually
invoke the debootstrap command without "--boot-floppies". This will
print all files that are being downloaded.

There will be a tar archive of all base backages in the future, so you
only have to download one file to your local FTP server. Until then, you
should - if you have the space and bandwidth - download everything from

dists/woody/main/disks-s390/
dists/woody/main/binary-s390/
dists/woody/contrib/binary-s390/
dists/woody/non-free/binary-s390/
pool/*/*/*/*s390.deb

The base files for s390 are:
