I removed those due to the failing tests to help protobuf migrate to testing, as
it was one of the few remaining blockers on the python3.8 transition. protobuf
is in testing now, but there a few rdeps that haven't migrated yet (such as
opencv and caffe). Once that transition finishes most of the remaining rdeps
will be able to migrate.
