Ah, I see. In which case, the lack of fixes isn't an issue, but the version is instead.

18.11.2-2+deb10u1 is a higher version than 18.11.2-2 - a changelog-only rebuild should be *~*deb10u1 so as to sort lower, in the same way as ~bpo is used for uploads to -backports.

Packages in stable should not have higher version numbers than testing or unstable, so we will still need to ask ftp-master to push the package from p-u into those suites as part of the point release, in order not to violate that constraint.

Apologies for the confusion and for not having checked more carefully before accepting the package in order to have avoided the issue.
