Please unblock package gsl-doc

The non-free gsl documentation is still at version 1.16, while gsl is at
version 2.3. gsl-doc 2.3 was uploaded in March, but the maintainer never
filed an unblock request.

I didn't even try to produce a debdiff, assuming it will be huge.

Hi,

I appreciate that you just want what is best and most consistent.

However, I am not ready to consider granting this package a exception
(besides the timing, it also bumps debhelper compat level and has a
rather large diff, where most of it is "noise").

For buster:
===========
It seems that gsl-doc could be merged into gsl now, since the licenses
are now free (#767091).  I think that would be a much better for all
parties.
