unblock espeakup/1:0.71-18
1:0.71-17 was uploaded early November to fix spelling keystrokes and
char-by-char echo by using espeak's tts:char.
This unfortunately introduced #770753: “that will say capital letters
as "capital-foo", instead of just raising the tone, making it tedious to
hear when typing capital text.”.
I have uploaded 1:0.71-18, which uses "characters" instead of
"tts:char", fixing the issue, could you unblock it?
