include the rationale, didn't actually fix #592081, you already kindly

Sorry to bother you again with this tiny diff that actually fix the
problem: s/LC_MESSAGES/LC_ALL/ (since LC_ALL is used over LC_MESSAGES).

Anyway, either you accept this request or not, kudos for your work!
