Very good idea. It would be nice if that would make it into some
foreword. (I just checked the 2.2 release notes, these didn't have the
text, unfortunately.)

Is the general format of the text ok for you, or do you want a
different headline, some subtitle, ...?

I don't plan to have the translations signed, and we can still add
more translations later, so these are not on a blocker.

I'd handle that as we did with 2.2, put translations there, but not 
have them signed.

Sounds fine for me. (IMHO there's no need for an extra layer 
project/dedication/$ver/.)
